How do you know when it is appropriate to open a bottle of wine?

    That will depend on the specific wine, so there is no real way to know for a random wine without opening the bottle to taste it. It’s sort of like the alcoholic version of the Heisenberg Uncertainty Principle.

    For relatively inexpensive wines (< $20) the wine is generally drinkable right away, and storing it for more than a couple years will not improve it. It actually might make it worse, since wines can sour.

    For more expensive wines, the vintner or wine guides can help you to know approximately when the wine is expected to peak in flavor and complexity. This is guesswork, of course, but an expert who has tasted the wine can give an idea whether this is something that should be consumed soon, or something that can be kept for 10 years or more. Wine guides and magazines will sometimes periodicallly open new bottles of the same vintage to track how that wine is developing. This is the most direct way of finding out whether a wine is getting better or not.

    An interesting exercise is to drink side-by-side a flight of wines of the same variety from the same vintner but from different years. Of course, vintages naturally vary from year to year, but this year-to-year comparison will give you some sense of how a wine's taste and character can differ when it's new vs. 2 years old vs. 5 years old.

    One last note: Sparkling wines and champagnes are generally thought not to age, so you should feel free to consume immediately, unless you just want to save a good year for a special occasion.
